In November, the Federal Communications Commission released the full text of its Second Report and Order approving the use of the “white spaces” – the TV channels that are not actually occupied by a broadcast station – by unlicensed consumer wireless devices. The FCC now refers to these as “TV Band Devices” or “TVBD’s”. The Federal Communications Commission voted Tuesday (November 4) to allow technology companies like Google, Microsoft, Dell, and Motorola to produce “white spaces” devices that will use the same radio frequency (RF) spectrum now being used by wireless microphone systems. Broadcast groups and networks have filed an Emergency Request with the FCC urging the agency to follow its own standard practice and seek comment on a technical report released last week by the Commission’s Office of Engineering and Technology. In a letter to FCC Chairman Kevin Martin, NSCA Executive Director Chuck Wilson expressed concern regarding white spaces proceedings and new television bandwidth devices. As recently as August 9, the FCC conducted a test of white spaces devices before and during a Buffalo Bills-Washington Redskins game in Washington D.C. The Commission’s Office of Engineering and Technology (OET) announces that it will begin a second phase of laboratory bench testing on the performance of prototype television white space devices on January 24, 2008.
